ServiceGate — bounded predeposit egress gate for PIX sessions.
While the current front cycle is unfunded, the gate enforces a provisional packet budget from Exit to Entry. Once that cycle is funded, it enforces a ceiling on packets served without its recovery progress as a defense-in-depth backstop. A paid handoff restores the allowance for an unfunded successor. On poisoning, all acquires fail permanently.
