Constant SAMPLING_INTERVAL

pub(crate) const SAMPLING_INTERVAL: Duration;
Expand description

How often the fill planner re-derives the required rate.

One second is chosen against the two quantities it has to track. The required rate moves on the scale of the recovery deadline (hours), so nothing is lost by sampling it slowly; the organic rate moves on the scale of an application turning on, and a sampling interval far below the ORGANIC_WINDOW would measure scheduler jitter rather than throughput. It is also the unit the planner falls back to when the aim point is already in the past, which is why it must be a duration a rate can meaningfully be quoted over.
