Time constant of the exponential average the planner keeps of organic egress.
The point of the average is to answer “is the application already covering the need”, and to answer it without either chasing bursts or lagging a genuine start. Ten seconds is roughly the duration over which a Session’s throughput is a meaningful number at all — below it a TCP-shaped workload is all bursts, above it the planner keeps filling for ten seconds after the application has stopped, which is exactly the case fill exists to catch.
