§ssa_id: SsaId<P>ID of the SSA that is being committed to.
ssa_deposit_address: Option<A>Commitment to the SSA, if it’s already known.

is_first_encountered: boolWhether this SSA was encountered for the first time.
deposit_address_first_encountered: boolWhether the SSA deposit address has been discovered.
