The error is a string rather than the session server’s own type because that type is chosen by
whoever installs the server and is unnameable from here — the same erasure the session-server
wiring already performs when it logs a processing failure. The message is for the Exit’s own
operator; the peer is told only StartErrorReason::TargetNotAdmitted.
