Expand description

Moves the live-set gauges from from to to, either of which may be “no Session at all”.

Signed on purpose. A gauge is only ever nudged by the difference between two censuses, so an arithmetic slip cannot make it drift: the next publish computes its delta from the same stored snapshot and lands on the correct absolute value regardless.
