Upper bound on PixFillConfig::max_rate, in packets per second.
Set where RateController stops being able to honour the request rather than at a bandwidth an
operator would recognise: its MIN_DELAY of 100 µs makes 10 000 packets/s the fastest rate it can
express, and anything above it is clamped without a word. A cap that is silently not applied is
the failure this constant forecloses; that it is also ~83 Mbps of keep-alives is a second reason,
not the first one.
