Bytes of quota one PIX share is priced at: the Session data the packet it rides on can carry.

SESSION_MTU rather than HoprPacket::PAYLOAD_SIZE, because a Session packet carries one segment and the rest of the HOPR payload is SURBs or padding. Every conversion between a quota and a packet count goes through this, so the two stay in step.
