Share of the counter flush interval a conformance report waits for its packets’ acknowledgments.
See PeerProtocolCounterRegistry::drain_settled for why it waits at all. A third of the
interval is 5 s at the 15 s default: it outlasts the multi-second acknowledgment lag of a cold
burst measured in hoprnet#8484, and leaves every report a full interval’s worth of sends.
