Inclusive run of polynomial indices, as carried by
SsaServerCommitmentMessage::missing.
A run rather than a list of indices because commitment loss is chunk-shaped: the sender slices a cycle’s commitment into packet-sized slices of consecutive polynomial indices, so one lost packet is one run of a couple of dozen, and a burst that never arrived at all is a single run.
